To install Oxygen theme just extract the Oxygen theme ZIP file and copy the folder TL_ROOT/system/themes/oxygen into the TYPOlight directory system/themes.

To activate Oxygen theme please open the settings in the TYPOlight backend, choose oxygen from the backend theme dropdown menu and save the settings.

As an alternative you could install Oxygen smoothly be using the TYPOlight extension manager in your existing TYPOlight installation.
